Ensuring public access to all information related to the Floods Directive (FD) and ensuring citizen participation is the key to the successful implementation of the FD. In hindsight, however, it proved more than advantageous to take into account not only the original public participation, but also the importance of cross-border cooperation between the Federal States in order to achieve the RBC Elbe's goals.

Article 10 subsection 1 of the FD states that the public must have access to the initial report on flood risk assessment, to the flood hazard maps and flood risk maps as well as to the flood risk management plans. All interested parties are to be involved in the draw up, review and update of the flood risk management plans. Active participation will take place once the draft of the flood risk management plan has been finalised.
